我剛好也遇到這個問題，在網路上找到了解答，回個文，留給後人一個參考

步驟如下
To work around this problem, follow these steps:
1.Close the activation screen.
2.On the Start menu, click Run.
3.Type regedit, and then press Enter.
4.Locate and select the following registry subkey:
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\Office\16.0\Common\OEM
5.Right-click the OEM value, and then click File>Export.
6.Save the subkey.
7.After the subkey is backed up, click Edit>Delete.
8.Repeat steps 4-7 with the following subkey:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\16.0\Common\OEM
9.Exit Registry Editor.
