May I sugest you have these steps checked:
1. #!/usr/bin/speedy_suidperl -T -- -T/tmp/speedy(check it again in the *.pl)
2. check if all the openwebmail*.pl with mod 4555
3. delete all your speedy_CGI temporary files.
