Did you try other numbering style?
roman, alpha, Alpha, Roman(current), arabic(current)
The information so far is that you have a clash of Roman and arabic style.
Quite un-usual. Alpha and Roman will have such case.
Since you did not provide MWE to test. My opinion is to use other numbering style, say roman, to prevent confusion. Actually, all pages numbered in arabic numerals is quite OK.
